<正>自从2022年俄乌冲突爆发以来,世界政治乱象丛生,俄乌冲突迁延至今,2023年中东巴以、叙以冲突战火再起。2024年11月,特朗普赢得大选再次担任美国总统后,各国内政动荡的现象也频频发生。例如2024年12月,韩国总统尹锡悦宣布紧急戒严,引发国内骚乱。与此同时,叙利亚阿萨德政府遭受反对派武装攻击,迅速垮台。上述动荡发生的直接原因可以归因于国际冲突的外溢效应,亦即俄乌冲突导致的连锁反应。但是,为何外溢效应不体现为国家间战争,而是各国内乱或政局不稳,笔者认为,其深层原因在于大国竞争的影响力可能开始深入到各国内政。
